Here is my top ten list of things I would recommend for fixing federal employment, streamlining the hiring process and cut spending.

1. The first thing I would do is kick all of the lifers “30 yrs or more” and double dippers “those who are retired from government jobs, collecting pension, and working as a contractor” out.
2. I would drop, either eliminate or decrease, the cost of living increase for them.
3. I would create a new GSA pay scale to better reflect a position’s true value.
4. I would decrease the federal agency need for the use of contractors.
5. I would take the hiring process away from OPM, and hold individual agencies responsible for hires — I think a lot of talented people’s resumes never make it pass OPM.
6. I would do away with KSA’s. They are totally useless unless you already work for a government agency.
7. I would impose limits on overtime pay.
8. I would do away with at least 30% of the budget spent on training.
9. I would make better use of technology so that, for example, the Department of Justice Civil division can actually interface with DOJ Anti-Trust.
10. I would take away Columbus Day as a federal holiday.
